NASA is inviting feedback from American companies on the next phase of its commercial space stations strategy to ensure a smooth transition from the International Space Station (ISS). The agency released a draft Phase 2 Announcement for Partnership Proposals (AFPP), requesting industry input by September 12. An informational briefing is scheduled for September 8 to outline the documents and expectations.

Under acting NASA Administrator Sean Duffy, the agency is reassessing its commercial space stations acquisition strategy to maintain mission continuity and affordability while reducing the risk of a gap in crew-capable platforms in low Earth orbit. Duffy emphasized the importance of commercial partners in maintaining human presence in space as the ISS is set to deorbit in 2030.

Phase 2 will involve supporting the design and demonstration of commercial stations through multiple funded Space Act Agreements, selected via open competition. These agreements will include milestones leading to a critical design review and a crewed demonstration of four members for at least 30 days. The approach will culminate in Phase 3, using Federal Acquisition Regulation-based contracts to purchase station services.

Angela Hart, manager of NASA's Commercial Low Earth Orbit Development Program, highlighted the success of Phase 1 contracts and agreements, which have positioned NASA to succeed in the next phase. The strategy aims to provide reliable, safe services at lower costs, allowing NASA to focus on further exploration while using low Earth orbit for training and Artemis mission preparations.
